WELLINGTON — Riff Raff has been refused residency in New Zealand, even though the creator of The Rocky Horror Show spent part of his childhood there, a newspaper reported Saturday.

Richard O'Brien, the 68-year-old British-born creator of the cult musical, wanted to retire to New Zealand but was told he did not fit the criteria for citizenship or permanent residency, the Dominion Post said.

O'Brien, who now lives in London, wants to move to the small North Island coastal town of Katikati, where he owns property.

O'Brien came to New Zealand as a 10-year-old when his family emigrated from Britain in 1952 and spent 12 years in the country before moving to London.

He has a brother and sister still living in the town of Tauranga, as did their parents until they died about four years ago and his son Josh is applying for residency after moving to New Zealand on a student visa.

The city of Hamilton, where O'Brien spent his teenage years, has honoured him with a statue of his character from The Rocky Horror Show, the creepy butler Riff Raff.

But according to immigration requirements, to be sponsored by family members for permanent residency in New Zealand O'Brien has to be aged 55 or under and have secured a job offer, criteria which he does not fit.

O'Brien told the newspaper he thought his application should be "rubber stamped" in light of his contribution to New Zealand.

"I don't understand -- they build a statue of me and celebrate me as a New Zealander, but I have to go on my knees and do all sorts of things, and I'm probably too old."

O'Brien has often spoken in interviews about having grown up in New Zealand and the influence it has had on his life and work. Some of the songs from Rocky Horror -- later adapted under the name The Rocky Horror Picture Show -- were inspired by incidents in his youth.

"Nothing has been received so there is nothing to decline."

Dr Coleman would be open to considering Mr O'Brien's case if he applied, and would treat it like every other case.

"This is the key step on the way to citizenship and means that he can retire here, where his family have lived since the 1950s," says Servian.

O'Brien moved to New Zealand with his family in the early 1950s, and went back to the UK in 1964, only planning to spend a year or two there before coming home. He has kept links with New Zealand - owning land in Katikati - and has always called himself a Kiwi.

He credits his early years living in New Zealand – Hamilton, in particular – with providing the inspiration for his most famous creation, the Rocky Horror Show.

O'Brien portrayed the character Riff Raff in the 1975 movie adaptation, Rocky Horror Picture Show. A statue in his likeness was erected on the main street in Hamilton in 2004, after lobbying from thespian (and now Hamilton East City Council candidate) Servian.

Talk about your celluloid jams: at the start of the summer, Richard O’Brien, the author and composer of the cross-dressing cult classic “The Rocky Horror Show” (and its midnight movie incarnation, “The Rocky Horror Picture Show”) applied for residency in New Zealand, where he planned to retire to the coastal town of Katikati. But like a statuesque man-monster climbing a small replica of the RKO Pictures tower, the British-born Mr. O’Brien, 68, was shot down: New Zealand immigration officials said he did not meet the criteria, which include being age 55 or under and having a job offer.

After the decision prompted protests (and spawned a Facebook group that attracted more than 3,600 members) New Zealand authorities have reversed the decision, and Mr. O’Brien will soon be permitted to retire to that nation’s moon-drenched shores and sing and dance the Time Warp there once more. Dion Smart, Mr. O’Brien’s immigration adviser, told Agence France-Presse: “They’ve given him residency. His passport will be stamped this week.”

Mr. O’Brien, who lived in New Zealand as a teenager in the 1950s and 1960s, and who has been honored in the town of Hamilton with a statue in the likeness of his “Rocky Horror” character, Riff Raff, did not immediately comment on the decision. But we’ll assume Dr. Frank-N-Furter’s mantra of “Don’t dream it, be it,” applies here.
